PRB: Error Message: Unable to Continue Installing/Removing Shortcuts (251127)

When you install Mastering Series Classroom View, you receive one of the following error messages: Unable to continues installing/removing
shortcuts. Unable to continue installing/removing shortcuts CAUSE
The error message occurs because system policy and/or mandatory profile is interrupting the installation process. Mastering Series Classroom View is actually in the Programs folder, but has not been added to the Programs shortcut menu.
RESOLUTION
To resolve this problem, log in as the local Administrator when you install the Mastering Series course, and then copy the shortcuts to each user's profile. The default locations are as follows:
For Windows 95 or 98:
Windows\Profiles\"USER NAME or Administrator"\Start Menu\Programs\Microsoft Mastering Classroom View
For Windows NT 4.0:
WINNT\Profiles\Administrator\Start Menu\Programs\Microsoft Mastering Classroom View
For Windows 2000:
Documents and Settings\Administrator\Start Menu\Programs\Microsoft Mastering Classroom View
Using the path for your operating system, browse to the Mastering Series Classroom View folder, and then copy it to the user's Programs folder using the same path from the list above, but replace Administrator with the user's logon name.

Browse to the Mastering Series course, and then double-click Mastcl.exe. The default location is C:\Program Files\Common Files\Microsoft Shared\Mastering Classroom View\Mastcl.exe. Note: If you have multiple classes installed, you need to select the class you want to open after you double-click Mastcl.exe.

Changing local policy does not correct the problem. If a domain policy is more restrictive it applies.
To test if this is the problem, log on to the local computer with the Administrator account and password, and then install the Mastering Series product. If the installation is successful, check your implemented policies.
Steps to Reproduce Behavior
Implement system policy with a mandatory Program menu order.
