Reducing Permissions on Subwebs Does Not Take Effect (250949)

When you reduce permissions for a user in a FrontPage subweb (for example, if you demote a FrontPage Administrator to be a FrontPage Author only), the reduction does not take effect and the user still has the original (higher) level of access to the FrontPage Web.
Note: It is possible to incrementally increase an account's permissions from Browse to Author to Administer, but it is not possible to reduce the accounts permissions.
CAUSE
A comment in the source code indicates that the author intended to treat the root of each Web differently than other folders; however, what it actually does is treat the root Web differently than it treated the subwebs.
RESOLUTION
To resolve this problem, obtain Microsoft Office 2000 Service Release 1/1a (SR-1/SR-1a).
