PRB: An Error Occurred Reading or Setting a Configuration Parameter (0x80080005) (250041)

When you create a new Internet Information Server (IIS) Web site or a virtual directory, the Global.asa file may not appear to be executing correctly. This occurs because the application or session variables are not being set. When you access the properties of the Web site or the virtual directory through the Microsoft Management Console (MMC), they are not created as a Web application. When you attempt to convert the Web site or the virtual directory to an application from the Web site properties in the MMC, the following error message may occur:
An Error occurred reading or setting a configuration parameter. (0x80080005)
CAUSE
This error message can be caused by either an incorrect identity for the Microsoft Transaction Server (MTS) package for that site or an incorrect password for that identity.
RESOLUTION
To resolve this behavior, perform the following steps: - Open the Internet Service Manager by clicking the Start Menu and click Programs, click Windows NT 4.0 Option Pack, click Microsoft Internet Information Server, and then click Internet Service Manager.
- Expand the Microsoft Transaction Server in the scope (left-hand) pane and double-click the Microsoft Transaction Server folder, double-click the Computers folder, and then double-click the My Computer folder.
When you expand the My Computer folder, you will receive the following error message:
An error occurred accessing components in the system package on this computer. Error code was 8080005. Make sure that: Microsoft Transaction server is installed correctly. If you have set a specific identity for the system package, check that the user account and password are correct and the User is a member of the local Windows NT administrators group.
Click OK. You will receive the following error message:
The previous error could have been caused because the system package identity is configured with an invalid user account or password. Do you want to try resetting this identity to the default.
Click Yes. You will be prompted to ensure that all system services have been stopped, and then to restart the MTS. Click OK. You should not receive any further error messages.
- Restart your computer.
