When the Routing and Remote Access service on a Microsoft Windows 2000 Server-based computer shuts down while a demand-dial interface is still connected, the interface does not reconnect after you restart the Routing and Remote Access service.
WORKAROUND
To work around this behavior, restart the computer.
STATUS
Microsoft has confirmed that this is a problem in Microsoft Windows 2000 Server.
