POP and IMAP clients do not adhere to storage limitation rules set on mailbox (247126)

When you set mailbox storage limits in Microsoft Exchange 2000 Server or in Microsoft Exchange Server 2003, Post Office Protocol 3 (POP3) and Internet Message Access Protocol 4 (IMAP4) clients can still send mail. This can occur even though the clients have reached or exceeded their storage limits. The mail sending abilities should be disabled when a mailbox reaches the defined mailbox size limit.
CAUSE
Size limits on mailboxes are implemented in the Exchange Server information store. This problem occurs because POP3 and IMAP4 clients do not use the information store in the process of sending messages.
STATUS
Microsoft has confirmed that this is a problem in Exchange 2000 Server and in Exchange Server 2003.
