Windows NT 4.0 cannot automatically prefix a dial back number supplied by a RAS user.
CAUSE
This issue occurs because RAS does not make use of TAPI location information during callback.
RESOLUTION
To resolve this issue, manually enter the prefix as part of the number to callback.
