When you restore a certification authority database, you may have inconsistent or be missing data.
CAUSE
This issue can occur if the files in the %systemroot%\System32\CertLog folder are not replaced.
RESOLUTION
To resolve this issue, delete files in the %systemroot%\System32\CertLog folder before you restore a certification authority database.
