SYMPTOMS
If an exception such as an access violation (AV) is encountered in the routine kill_proc(), during the processing of per server licensing cleanup, the license access critical section is not released, which may cause SQL Server to stop responding.
STATUS
Microsoft has confirmed this to be a problem in SQL Server 7.0. This problem has been corrected in U.S. Service Pack 2 for Microsoft SQL Server 7.0.
