SYMPTOMS
After you install Intuit Quicken 2000, you may receive the following
error message when you shut down or restart your computer:
STOP 0x0000009f Driver_Power_State_Failure
RESOLUTION
To resolve this problem, disable the Quicken 2000 Download Manager feature by using any of the following methods.
Method 1
Disable the Quicken 2000 Download Manager feature in Quicken 2000:
- In Quicken 2000, click Options on the Edit menu.
- Click Internet Options.
- In the Background Downloading section, click Don't use background downloading.
Method 2
Disable the Quicken 2000 Download Manager feature in Device Manager:
- Click Start, point to Settings, click Control Panel, double-click System, click the Hardware tab, and then click Device Manager.
- On the View menu, click Show hidden devices.
- Double-click the Non-Plug and Play Drivers item to expand it.
- Right-click the mrtRate driver, and then click Properties.
- Click the Driver tab.
- In the Current status section, click Stop.
- In the Type box in the Startup section, click Disabled.

Disable the Quicken 2000 Download Manager feature in Registry Editor:
- Start Registry Editor (Regedt32.exe).
- Locate and click the following registry key:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\mrtRate
- Double-click the Start value in the right pane.
- Change the data value to 4 (hexadecimal), and then click OK.
