SYMPTOMS

When you attempt to load a Microsoft Management Console (MMC) snap-in using the - c:\>mmc.exe devmgr.msc command line, the following error message may be displayed:
Snap-In failed to initialize

CAUSE

This behavior occurs because snap-ins use hard-coded folder paths instead of the %WinDir% folder path in Windows 2000. If you rename the original installation folder and Boot.ini reference from another parallel installation, snap-ins in the original installation are not updated to use the new path.

RESOLUTION

To resolve this issue, start into a parallel installation of Windows 2000 and change the name of the new folder to the original folder name.

STATUS

Microsoft has confirmed this to be a problem in Microsoft Windows 2000.
