MOD2000: Installing Access Workflow Designer Requires Same Login Used to Install SQL Server (244259)

SYMPTOMS

When you try to install the Access Workflow Designer server components, you experience one of the following symptoms, depending on what login account you are using.

If you are logged on with an account that has administrative rights, the components are installed, but replication fails, and one or both of the following error messages appear in the application log:

SQL Server Scheduled Job 'Replication agents checkup' (0x...) - Status: Failed - Invoked on: <date and time> - Message: The job failed. Unable to determine if the owner (DOMAIN\user) of job Replication agents checkup has server access (reason: Could not obtain information about Windows NT group/user 'DOMAIN\user'.) [SQLSTATE 42000] [Error 8198]

Replication of license information failed because the License Logging Service on server <name> could not be contacted.

If you are logged on with an account that does not have administrative rights and you try to install the server components, you are brought back to the What do you want to install dialog box without any prompts or dialog boxes.

CAUSE

You are not logged on with the same account used to install Microsoft SQL Server. Even if you are logged on using an account with administrative rights, it is not enough to avoid the replication errors if it is a different account. This happens because Microsoft Windows cannot determine if the underlying user accounts or groups have the appropriate offline replication permissions. To determine if a user or group has the appropriate permissions for use with offline replication, Windows enumerates the groups the user or users belong to. Without the ability to enumerate groups, Windows cannot determine if the person trying to create or use offline replication has the appropriate permissions.

RESOLUTION

The same person who installed Microsoft SQL Server must also install the Access Workflow Designer server components.

Steps to Reproduce Behavior

On the designated computer, install Microsoft SQL Server.
For another user who is a member of the local Windows NT Administrators group, log on and install the Access Workflow Designer server components.
Log off and log back on as the user in step 1.
Wait a few minutes. Then, check the application log in Event Viewer. You should see one or both error messages mentioned in the "Symptoms" section in this article.
