Cannot Find Active Directory Domain Controller When Upgrading Windows NT 4.0 PDC (244030)

SYMPTOMS

After you upgrade a Windows NT 4.0-based primary domain controller (PDC) to Windows 2000, Dcpromo.exe runs but configures the server as a member server. Dcpromo.exe does not default to a domain controller promotion.

Trying to promote the upgraded computer to a domain controller results in the following error message:
The primary domain controller of the domain to which this computer belongs has not been converted to an Active Directory domain controller. You must convert the primary domain controller before you can install additional domain controllers for that domain.

CAUSE

This situation can occur if NetWare Directory Services (NDS) for Windows NT is installed on the Windows NT 4.0-based domain controller when you upgrade to Windows 2000.

RESOLUTION

Remove NDS for Windows NT before you upgrade a Windows NT 4.0-based domain controller.
