The Microsoft Instant Messaging client gives users the ability to "block" contacts from viewing their "status" or sending them messages. On the Instant Messaging client, click the Privacy tab from the Tools menu. The only entries displayed are your own and All other users.
MORE INFORMATION
Until a user is explicitly allowed or blocked, access is controlled by the All other users option on the Privacy tab.
For specific entries to be displayed within the Allow list, you must first right-click the specific user within the Instant Messaging client Contacts area, and then click Block. Then right-click the user again, and click Allow, at which time the user will be displayed within the client's Allow list.
