Administrator or Power User Needed to Use Internet Connection Wizard (243347)

When you try to run the Internet Connection Wizard (ICW), start Microsoft Internet Explorer or start Microsoft Outlook Express, you may receive the following error message:
You do not have sufficient privileges to complete the Internet Connection Wizard. To connect to the Internet via a corporate network, right-click the Internet Explorer icon, click Properties, click the connections tab, click LAN settings, and then complete the dialog box. To connect using a modem, contact your administrator for information.
CAUSE
This behavior can occur if you are not a member of the local administrator group or the power user group. You must be a member of one of these groups to have full use of the ICW.
RESOLUTION
To resolve this issue, add the appropriate user to the local administrator group or the power user group: NOTE: The following procedure requires administrator permissions. If you do not have administrator permissions, contact your system administrator to request you be added to the local administrator group or the power user group.
- Click Start, point to Programs, point to Administrative Tools, and then click Computer Management.
- Double-click Local Users and Computers.
- Click Users, and then click the user you want to add to the local administrator group or the power user group.
- Click the Member of tab, click Add, and then click either the Administrators or Power Users group.
- Click Add, click OK, and then click OK.

This behavior is by design.

It is possible to install Windows 2000 using the unattended method and specifying a connection to the Internet such as a proxy server, or to set Internet Explorer to automatically discover settings. If this feature is enabled, a new user does not have to run the Internet Connection Wizard, and the user does not have to have group membership information changed.
Another method is to use the Group Policy MMC snap-in to specify the domain policy for Internet Connections. This also permits Internet Explorer to run without having to run the ICW.
