Cluster resource stops working and does not restart in Exchange 2000 Server and in Exchange Server 2003 (241625)

If the SMTP, POP3, and IMAP4 virtual server IP Accept list is empty (which means all IPs are rejected), the corresponding cluster resource stops working and does not restart. This also causes the cluster to fail over back and forth between nodes.
WORKAROUND
To avoid this problem, both the local host address (127.0.0.1) and the IP Address of the Exchange Virtual Server must be on the IP Accept list on both nodes. Then, the protocol's virtual server accepts the server itself, allowing "IsAlive" (a cluster function) to ping the virtual server to confirm that the service is running. Note The Exchange Virtual Server IP Address can be found in the Exchange resource group in Cluster Administrator.
To add the Exchange Virtual Server IP address to the IP Accept list:
- Start Exchange System Manager.
- Under the Protocol folder, click either the SMTP, POP3, or IMAP4 folder.
- Open the Virtual Server Properties page.
- Click the Access tab, and then click the Connection button.
- Click the Only the list below option, and then click Add.
- Click DNS Lookup, and type the IP address of the Exchange Virtual Server in the IP Address field. Click OK to add this address to the IP Accept list.
- Click Add again, and type the local host IP address (127.0.0.1) in the IP Address field.
- Restart the SMTP, POP3, or IMAP4 virtual server.
