When you attempt to scroll or zoom in Microsoft Publisher 97 using the Microsoft IntelliMouse wheel, you may be unable to do so.
CAUSE
This behavior can occur if you are using a Microsoft Windows 98-based computer.

Publisher 97 was released prior to the release of Windows 98, and was designed to work with the Microsoft Windows 95 IntelliMouse device driver.
The IntelliMouse driver included with Windows 98 contains additional functionality that necessitated a change in the way certain commands are implemented. For this reason, Publisher 97 does not correctly interpret some of the IntelliMouse commands in Windows 98.
