Event ID 4301 and 4165 When You Start WINS (240708)

SYMPTOMS

When you try to start Windows Internet Naming Service (WINS) on your Windows 2000-based computer, the service may not start, and the following events may be logged in the System log:
Event ID: 4301
Source: Wins
Description: The computer running the WINS server does not have a valid address. When WINS requested an address, it received 0.0.0.0 as the address. NOTE: WINS binds to the first adapter in a machine with more than one adapter bound to TCP/IP. Check the binding order of adapters and make sure the first one has a valid IP address for the WINS server.

Event ID: 4165
Source: Wins
Description: WINS has encountered an error that caused it to shut down.

CAUSE

This issue can occur if your computer does not have a network adapter that is enabled and configured with a valid Transmission Control Protocol/Internet Protocol (TCP/IP) address.

RESOLUTION

To resolve this issue, enable and configure a network adapter with a valid TCP/IP address:
  1. Click Start, point to Settings, and then click Network and Dial-up Connections.
  2. Right-click Local Area Connection, and then click Enable.
  3. Right-click Local Area Connection, and then click Properties.
  4. Click Internet Protocol (TCP/IP), and then click Properties.
  5. Click Use the following IP address.
  6. Type the appropriate entries in the IP address, Subnet mask, and Default gateway boxes, click OK, and then click OK.
