Delay When Switching from One Video ASF to Another On Server (240280)

When creating a server-side play list (multiple streams for one program) on a Windows Media Server, there is a 3-second delay with no sound and no video during the stream switching.
CAUSE
The Windows Media Encoder by default will include a 3-second buffer at the beginning of an .asf file.
STATUS
This behavior is by design.
MORE INFORMATION
With audio-only files, the delay between stream switches is less than one second.
