PUB2000: Error Message When Starting: Wininet is Linked to Missing Export Shlwapi.dll (235690)

If you try to start Microsoft Publisher 2000, you may receive the following error message:
Wininet is linked to missing export shlwapi.dll.
The first message may be followed by:
A device attached to the system is not functioning.
CAUSE
This occurs if the copy of Shlwapi.dll in your \Windows\System folder is out-of-date.
NOTE: Shlwapi.dll is a file that is installed by Windows 95 and Windows 98, but is updated by Microsoft Internet Explorer. This file is required by Windows.
RESOLUTION
Make sure that you have a working installation of Microsoft Internet Explorer 4.01 or later. If you do not, you can install Microsoft Internet Explorer 5.0 from the \MSIE folder on the Publisher 2000 compact disc.
As soon as your system is set up so that you can start Internet Explorer 4.01 (or later), Publisher will also start without that error.

As with the other Office 2000 programs, Microsoft Publisher 2000 requires Microsoft Internet Explorer 4.01 (or later) to be installed on your computer. Internet Explorer does not have to be your default browser, and it does not have to be a browser that you actually use, but it does have to be installed.
When you install Windows you get a copy of the files Wininet.dll and Shlwapi.dll (among others). When you install Internet Explorer, it updates those files.
