Err Msg: Could Not Detect Modem. It May Be in Use, Turned Off, or Not Installed Properly (235237)

When you attempt to connect to your Internet service provider (ISP), you may receive the following error message:
Could not detect modem. It may be in use, turned off, or not installed properly.
CAUSE
This behavior can occur if the Winsock.dll file is replaced with the SPRY Dialer's version of the Winsock.dll file.
RESOLUTION
To resolve this behavior, rename the Winsock.dll file to Winsock.old, and then extract a new copy of the file from the Windows cabinet files.
