FTP Publishing Service not Started (234991)

SYMPTOMS

After you install Microsoft Commercial Internet System (MCIS) 2.5, the Microsoft FTP Service cannot be started. You receive the following error message:
Unable to start service on //computer_name.
Error 127: Unable to find the specified file.

CAUSE

Windows NT 4.0 Service Pack 4 (SP4) is the first service pack installed on the server. Windows NT 4.0 Service Pack 3 was never installed.

RESOLUTION

Reinstall Windows NT 4.0 SP4 after you receive this error message to eliminate the issue, and the Microsoft FTP Server will function as designed.
