XADM: No Access to Diagnostics Logging Tab on Server Properties (234918)

SYMPTOMS When you use the Exchange Server Administrator program, you
may not be able to access the Diagnostics Logging tab on the properties of the server object. The following Event
ID may be logged in the System log:

Description:
The winreg registry key denied access to system account programs. The Service Control Manager took ownership of the registry key.
RESOLUTIONWARNING: If you use Registry Editor incorrectly, you may cause serious
problems that may require you to reinstall your operating system. Microsoft
cannot guarantee that you can solve problems that result from using Registry
Editor incorrectly. Use Registry Editor at your own risk. To
resolve this issue:
- Start Registry Editor (Regedt32.exe) and locate the
following subkey:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\SecurePipeServers\Winreg - Select the Winreg registry key, and on the Security menu, click Permissions.
- Add the Local Administrators Group with Full Control to the
registry key Permissions page.
- Quit Registry Editor.
