Terminal Server Clients Cannot Connect For the First 15 Minutes After License Server Is Available (234324)

server, it may be denied a connection for up to 15 minutes. CAUSE This issue may occur when the client tries to use terminal
services after the 90-day license server grace period has expired.
STATUS Microsoft has confirmed that this is
a problem in Microsoft Windows 2000.
MORE INFORMATIONA terminal server can provide unlicensed client sessions for
90 days from the day when the first client makes a connection. After the 90-day
period a terminal server must be able to connect to an activated license server
to verify the existence of a valid license.
The discovery of the
license servers on the Terminal Server takes place on a separate thread at 15
minutes intervals. This discovery process is independent of the client
connections and the results are cached. Whenever a client tries to
establish a connection, the name of the license server is retrieved from that
cache. With enforced licensing (after the 90-day license server grace
period), if a terminal server needs a license to allow a connection, and the
license server has only recently become available, the client may have to wait
for up to 15 minutes for the discovery thread to discover the license
server.
