When a system policy such as "Run only allowed Windows Programs" is implemented on a Windows NT 4.0 Primary Domain Controller (PDC) computer and Internet Explorer is one of the programs allowed to run, users authenticated through this PDC cannot run shortcuts created on their desktops that reference a URL. This problem occurs only after you upgrade the Windows NT 4.0 client to Service Pack 4 or Service Pack 5.
