Office program shortcuts are missing (234017)

If you click Programs on the Start menu, all the Office program shortcuts are missing.
If you installed Microsoft Office 2000, you may receive the following error message when you start one of the Office programs from the executable files,
such as Excel.exe, in the Program Files\Microsoft Office\Office folder:
This application must be installed to run. Please run Setup from the location where you originally installed the application. If you installed Microsoft Office XP, you may receive the following error message when you start one of the Office programs from the executables, such as Excel.exe, in the Program Files\Microsoft Office\Office10 folder: Office Program has not been installed for the current user. Please run setup to install the application. Note You cannot install Office XP on Microsoft Windows 95. All references to Windows 95 in this article apply only to Office 2000. CAUSE
You may experience these problems if all the following conditions are true:
- You are using either Microsoft Windows 95, Microsoft Windows 98, or Microsoft Windows Millennium Edition.
- You enabled Profiles by using a per-user Start menu.
For example, you clicked the Include Start menu and Program groups in user settings option on the User Profiles tab of the Passwords Properties dialog box. - One of the following conditions is true:
- You ran Office Setup with Profiles enabled. Then, you disabled Profiles.
- You had an existing profile. Then, you disabled Profiles and ran Office Setup. Then, you enabled Profiles again and logged on to an existing profile.
RESOLUTION
To resolve this problem, run Office Setup. Note If you enabled Profiles again, you may have to run Setup for each existing profile. In this configuration, each user who has an existing profile on Windows 95, Windows 98, or Windows Millennium Edition must run Office Setup.
The only users who do not have to run Office Setup are those who do not have an existing profile on the computer. When these users log on for the first time, the default user profile is copied to their profile. This default user profile includes all the registry information and the shortcuts that are required to start Office programs.
