Cannot Add Credit Card Information in Microsoft Wallet (230625)

When you try to add personal credit card information in Microsoft Wallet on your Microsoft Windows NT-based computer running Internet Explorer 4.x, you may be unable to do so, and you may receive the following error message:
Your payment selector may have been corrupted. Attempting to restore your data.
You may need to reenter your payment information
No payment types were found in the payment selector. The payment selector will not function properly.
You have disabled all of your payment methods. To enable payment methods press the methods.. button in payment options.
The Microsoft credit card wallet extensions cannot be loaded into the wallet because it cannot be digitally signed by its publisher.
CAUSE
This issue can occur if you log on to your Microsoft Windows NT-based computer but you are not a member of the local administrator's group.
RESOLUTION
To resolve this issue, have the administrator add you to the local administrator's group.
STATUS
This behavior is by design.
