Language Pane in Keyboard Tool Is Disabled (229985)

When you use the Keyboard tool in Control Panel, you may experience either of the following symptoms:
- You may see a message that says "Old-Style Keyboard detected, pane disabled."
- The language list may be blank, and you may not be able to change any language settings.
CAUSE
This issue can occur if the Keyboard Layouts registry key is damaged or missing:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\control\keyboard layouts
RESOLUTION
To resolve the issue, reinstall Windows 95 or Windows 98 into the same folder as the original installation. If you want to save your Windows 98 uninstallation information before you reinstall Windows 98 into the same folder, refer to the following article in the Microsoft Knowledge Base:
