SYMPTOMS

When you upgrade from Microsoft Windows 95/98 to Windows 2000, all users certificates are displayed in 'My user account' in the Certificates snap-in.

CAUSE

This issue can occur if you did not have user profiles enabled in Windows 95/98. Since there is only one registry key for user certificates in Windows 95/98, the certificates are displayed in the default profile and propogated to all users. However, only the original owner of the certificate can use its private key.

RESOLUTION

To resolve this issue, enable user profiles on your computer before you upgrade to Windows 2000.

STATUS

Microsoft has confirmed that this is a problem in Windows 2000.
