Err Msg: Windows Is Still Running One or More MS-DOS-Based Programs (229226)

SYMPTOMS

When you type "win" at a command prompt, you may receive the following error message:
Windows is still running one or more MSDOS-based programs.
You need to exit your program(s) before Windows can be restarted.

CAUSE

This issue can occur if you attempt to start Windows from a command prompt after restarting your computer by using the "Restart the computer in MS-DOS mode" or "Restart in MS-DOS mode" command twice.

RESOLUTION

To work around this issue, restart Windows by typing exit at the command prompt.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
