specified transform paths are valid. CAUSE This problem occurs when the following conditions are true:
- You started Office Setup by clicking a hyperlink on a Web
page.

- The Setup.ini file refers to a transform created by the
Custom Installation Wizard (CIW).

- The reference to the transform in the Setup.ini file is not
fully qualified.
