Setup Cannot Determine Correct Time Zone During Upgrade (228409)

When you are upgrading from Microsoft Windows 95 or Microsoft Windows 98 to Windows 2000, you may receive the following error message:
Setup cannot determine the correct time zone for your computer.
You must then select the correct time zone manually.
CAUSE
This behavior can occur if you have the "(GMT+03:00) Baghdad, Kuwait, Riyadh" time zone selected in Windows 95/98 when you start the upgrade process. This time zone matches more than one Windows 2000 time zone, and Setup does not know whether you are actually in Nairobi or Kuwait.
If your current time zone matches more than one Windows 2000 time zone, you receive the error message listed above.
RESOLUTION
Select the time zone manually.
