Office 4.3 File Manager and Program Manager Do Not Start from Taskbar Icon in Windows 2000 (228052)

When you click the File Manager or Program Manager icon on the Office 4.3 taskbar on a computer running Windows 2000, the programs may not start. When you click File Manager, the following error message appears:
Cannot execute 'winfile.exe'. Try to execute this application from File Manager or Program Manager for a more detailed error message
When you click Program Manager, no error message appears.
CAUSE
This behavior occurs because Windows 2000 does not support File Manager or Program Manager.
RESOLUTION
To work around this behavior, either upgrade to a Microsoft Office product version later than 4.3, or edit the properties of the icon on the taskbar to point to Explorer.exe instead of Winfile.exe. You can find Explorer.exe in the %SystemRoot% of the computer.
STATUS
This behavior is by design.
