InstallShield Visual Basic Wizard Does Not Create Setup Project (227947)

When logged in as a Power User or User, you may not be able to create a
setup project using the InstallShield Visual Basic (VB) Project Wizard if InstallShield was set up on the computer under a different account. The following error message may appear while using the wizard:
Visual Basic Project Wizard:
The key HKEY_LOCAL_MACHINE\SOFTWARE\InstallShield\InstallShield Professional\5.1\VBWiz cannot be found in the Registry. InstallShield may not be properly installed. The Wizard will abort.
NOTE: The key name in the error message may vary slightly because this problem occurs with both version 5.1 and version 5.5 of InstallShield.
STATUS
Microsoft has confirmed this to be a problem with InstallShield 5.1 and 5.5 on Microsoft Windows 2000.
