SMS: Clients Get "Unable to Connect" Error Message When Advertised Program *.pkg File Is Missing (227034)

When you try to run an advertised program, you may receive the following error message:
Unable to connect to server. You will not be able to run or schedule programs.
CAUSE
The *.pkg file for the package may be missing from the Client Access Point (CAP) Pkginfo.Box folder.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
