When you click a link on a Web page that is supposed to navigate to a particular frame within a frame set, a new window may be opened instead.
CAUSE
This behavior can occur if the following conditions exist: - You have the Windows Desktop Update component installed.
- The "Browse in a new process" option is enabled on the Advanced tab in Internet Options properties.
- You have installed the update described in the following article in the Microsoft Knowledge Base:

RESOLUTIONThis problem was corrected in Microsoft Internet Explorer 4.01 Service Pack 2 and Microsoft Internet Explorer 5.

To work around this behavior:
- Click Start, point to Settings, and then click Control Panel.
- Double-click Internet Options.
- Click the Advanced tab.
- Click to clear the Browse in a new process check box.
- Click OK.
