Shell Handlers for Cryptographic Files Are Disabled by Internet Explorer 4.01 SP2 Setup (227006)

Microsoft Windows NT 4.0 Service Pack 4 (SP4) cryptographic shell handlers for cryptographic files (files with a .cer, .crt, or .der extension) are disabled by Microsoft Internet Explorer 4.01 Service Pack 2 (SP2) Setup.
CAUSE
This behavior can occur because Internet Explorer 4.01 SP2 Setup reverts to the older Internet Explorer 4.0 user interface for files that have a .cer, .crt, or .der extension.
WORKAROUND
To work around this behavior, you must perform the following steps to re-register the Cryptext.dll file:
- Click Start and click Run.
- In the Open box, type:
- Restart the computer.
