Add/Remove Programs Does Not Display Published Applications When Terminal Services Is Installed (224317)

This article was previously published under Q224317 SYMPTOMSWhen you use a Group Policy-based software installation
policy to assign or publish a software package to users in Active Directory,
computers that are running Terminal Services in Terminal Services Application
mode may not implement the policy. No error message is displayed on the client
computer or is logged in the domain controller's event logs. The software
policies are implemented on computers that are not running Terminal Services,
but the policies are not implemented if the clients connect to or log on to the
console of a computer that is running Terminal Services. Packages that are
published to users do not appear in the Add/Remove Programs tool, and packages
that are assigned to users are not installed. CAUSEThis behavior occurs because computers that are running
Terminal Services in Application mode frequently require specialized transforms
for program deployment. Because these differences are specific to Terminal
Services, you must manage terminal servers differently from other computers in
the domain. Terminal Services in Remote Administration mode is unaffected by
these constraints.
Important Software installation policy is not supported per-user on
Terminal Services in Application mode.RESOLUTION In situations such as this, you should manage the computers
running Terminal Services by grouping them through an Organizational Unit (OU),
applying the software policy, and using the appropriate transform for the
