SYMPTOMS

When you upgrade from Internet Explorer version 4.x to Internet Explorer 5 or 5.5, the value of the "Allow cookies that are stored on your computer" setting is changed to Enabled for all security zones except the Restricted Sites zone, even though this setting may have been set to Prompt or Disable in Internet Explorer 4.x.

CAUSE

In earlier versions of Internet Explorer, cookie settings are global; disabling cookies disables them for all sites or zones. In Internet Explorer 5 and 5.5, cookie settings are available on a per-zone basis.

RESOLUTION

To work around this behavior, use any of the following methods:
  • Change the "Allow cookies that are stored on your computer" setting by modifying your custom security settings. For additional information, please see the following article in the Microsoft Knowledge Base:

196955 How to Set and Customize Cookies Settings in Internet Explorer 5

  • For large installations, the Internet Explorer Administration Kit (IEAK) provides an automated means of preparing and installing Internet Explorer 5 and 5.5. The IEAK provides control over all security zone settings; an administrator can apply per-zone cookie settings to new installations of Internet Explorer. STATUS

This behavior is by design.
