Commerce Server 2.0 Installation Error: Cannot Secure Directory (223038)

SYMPTOMS

When you install Microsoft Commerce Server version 2.0, an error dialog titled "Commerce Server 2.0 Setup" appears with one of the following messages:
Cannot secure directory C:\Microsoft Commerce Server\Server\Administration\Host Administrator.
The system cannot find the file specified.
Cannot secure directory C:\Microsoft Commerce Server\Server\Administration\Pipeline Configuration
Unspecified error
Cannot expand templates.
Unspecified error
Cannot secure store.
Unspecified error
Cannot populate database tables.
Unspecified error

CAUSE

Microsoft Commerce Server 2.0 is only supported on Microsoft Data Access Components (MDAC) 1.5c. Microsoft Commerce Server 2.0 does not recognize MDAC 2.0 return codes, which causes the Commerce Server 2.0 Setup program to fail.

WORKAROUND

Upgrade to Site Server 3.0, Commerce Edition. MDAC 1.5c and Site Server 2.0 are not Y2K compliant and MDAC 2.0 cannot be uninstalled.
