When you start Windows 2000 using the "Safe Mode with Networking" mode, you cannot see any dial-up connections you have created in the Network and Dial-Up Connections folder. You also cannot create any new dial-up connections using the Make New Connection Wizard.
CAUSE
Only network (LAN) connections are supported in "Safe Mode with Networking" mode for general troubleshooting.
STATUS
This behavior is by design.
