OL98: Error Message "Form Load Failed" When Opening a Form in Design Mode (221846)

There are two possible methods to resolve this issue. Try the first method and if the problem is not resolved, use the second method.

Method 1 - Reinstall Outlook

1. Click Start, point to Settings, click Control Panel, and then double-click Add/Remove Programs.
2. In Add/Remove Programs, click Microsoft Outlook, and then click Add/Remove.
3. When prompted to allow Active Setup to determine your current installation, click OK.
4. In the Mail Components section of Component Install, your installation type, either Corporate or Workgroup or Internet Mail Only, will be displayed as Already Installed. Click to select this item. The resulting prompt will inform you that the service is already installed. Click Yes to reinstall this component. Click Next.
5. In Component Confirmation and Installation, click Install Now.
6. In Install Complete, click OK. Click Yes to restart Microsoft Windows.

Method 2 - Run the Switch Forms Utility

NOTE: If Outlook 98 Development Tools are already installed, skip to step 7.

1. Click Start, point to Settings, and then click Control Panel.
2. Double-click Add/Remove Programs. Click to select Microsoft Outlook 98, and then click Add/Remove.
3. Click Add New Components.
4. Click to select the appropriate installation source.
5. Click Yes to allow Setup to determine what components are installed on your computer.
6. Under Microsoft Outlook 98, click to select Development Tools, click Next, and then click Install Now.
7. Download and install the SwitchForms utility.
