Cannot Add Local Users Using "Users and Passwords" Tool (221759)

When you are logged on to a computer that is part of a Windows 2000 domain, you cannot create local machine accounts using the "Users and Passwords" tool in Control Panel.
CAUSE
The "Users and Passwords" tool only supports adding domain accounts to the computer when the computer is part of a domain. A computer that is not part of a domain does not experience this issue.
RESOLUTION
You can create a local user account on a computer using the Computer Management (Local) snap-in. To create a local user account:
- Right-click My Computer, and then click Manage.
- Double-click System Tools.
- Double-click Local Users and Groups.
- Double-click Users.
- On the Action menu, click Create User.
