PUB2000: Not Enough Memory Error Saving as RTF (218676)

SYMPTOMS

When you save a publication in Rich Text Format (.rtf), you may notice the following behavior:

First you will receive the following warning:
The file type you selected only supports text. It does not support graphics or drawing objects. To save only the text of this publication, click OK. To save the entire publication, click Cancel, and then choose the Publisher (.pub) file type.
Next, the Office Installer will attempt several times to install components necessary to save the publication in RTF format.Finally, you will receive the following error:
There is not enough memory to complete this operation. To make more memory available, close other programs, and try again.

CAUSE

The file PRTF9.DLL is missing or damaged. This file cannot be automatically replaced by the Windows Installer.

RESOLUTION

On the Help menu, click Detect and Repair.

STATUS

Microsoft has confirmed that this is a problem in Microsoft Publisher 2000.
