When you try to move Internet Explorer toolbars by using your keyboard, you are unable to do so.
CAUSE
This issue occurs because Internet Explorer does not support moving toolbars with a keyboard.
RESOLUTION
To work around this behavior, move Internet Explorer toolbars with a pointing device, such as a mouse or a trackball.
STATUS
This behavior is by design.
