To provide enhanced workstation security, network administrators may prevent the display of the Shut Down button on the Logon Information window on specific computers by modifying the Windows NT registry.

To enable this feature:

Click Start, click Run, type regedit, and then click OK.
Point to the HKEY_LOCAL_MACHINE folder, click the Edit menu, click Find, type in shutdownw, and then click Find Next.
Double-click the ShutdownWithoutLogon value, type 1, and then click OK.
Close the registry editor and restart the computer.
