OL2000: (CW) ErrMsg: "Could not download message headers." After Upgrade (212972)

SYMPTOMS
When you upgrade from an earlier version of Microsoft Outlook and then attempt to connect to a Microsoft Exchange server in offline mode, to download message headers, you may get the following error message:
Could not download message headers. You have not specified an Inbox delivery location, so mail cannot be transferred. Specify a location by using the Delivery tab from the Options command on the Tools menu.
Upon examination, the profile shows you have specified an Inbox delivery location.
CAUSE
The following conditions can cause this error message:
- Your profile is setup to work primarily offline.
- When you upgraded to the later version of Outlook, you inadvertently chose to install in the Internet Mail Only (IMO) mode and then switched back to Corporate/Workgroup (CW) mode.
RESOLUTION
Change your profile to " Choose connection type when starting," then start Outlook online and synchronize with the server. You can then quit Outlook and it should work properly in the offline state.
To change this setting, follow these steps:
- On the Tools menu, click Services.
- On the Services tab, click to select the Microsoft Exchange Service, and then click Properties.
- On the General tab, click "Manually control connection state" and then click to select, "Choose the connection type when starting."
- Click Apply, OK and then OK to exit.
The new settings should take effect the next time you start Outlook.
