OL2000: ErrMsg: "Cannot find OutlTip.hlp file" (212969)

The first time you attempt to use Help after installing Outlook, you may get the following error message:
Cannot find OutlTip.hlp file. Do you want to try to find this file yourself?
CAUSE
You are trying to use context-sensitive Help ("?" button) in the "Change Security Settings" dialog box and you chose to install the help files using the "Installed on First Use" option. You can not begin the first use installation of the Help file from this point.
RESOLUTION
Run Help from another point. This will initiate its first use installation and then you can run it from the "Change Security Settings" dialog box.
