Some Desktop Restrictions Require Active Desktop (209282)

In the Internet Explorer Administration Kit (IEAK) 4.x, a Corporate Administrator can set restrictions on the browser and the shell. However, some of the shell restrictions are not enabled unless the Active Desktop component is installed.
The restrictions listed in the Web Desktop policy in Profile Manager have no effect if the Web Desktop is not installed. Web Desktop must be included in the IEAK package or already installed on the workstation.
WORKAROUND
Install the Active Desktop to use these restrictions.
