SYMPTOMS

When you attempt to run Windows 98/98 Second Edition Setup from MS-DOS mode, you may receive the following error message:
Setup cannot run from MS-DOS mode with a private configuration. Either run Setup from Windows or shut down Windows and run Setup from MS-DOS.

CAUSE

This behavior can occur if you specify a custom configuration in the "Exit to Dos.pif" file.

RESOLUTION

To resolve this behavior, follow these steps:
  1. At the command prompt, type exit, and then press ENTER.
  2. Click Start, point to Find, and then click Files or folders.
  3. In the Named box, type exitto~1.pif, and then click Find Now.
  4. In the list of found files, right-click the Exit to Dos.pif file, and then click Delete.
  5. Quit the Find tool.
  6. Click Start, click Shut Down, click Restart in MS-DOS mode, click OK, and then attempt to run Windows 98 Setup again.

MORE INFORMATION

The "Exit to Dos.pif" file is rebuilt every time you restart your computer in MS-DOS mode. If the "Exit to Dos.pif" file is damaged, Windows is unable to rebuild it.
