You are attempting to create a new top-level folder in your Mailbox or personal folders file (.pst), and there is no New Folder command when you point to New, on the File menu.
RESOLUTION
On the View menu, click Folder List to turn on your Folder List. Right-click Outlook Today in the folder list, and then click New Folder. This will create a new top-level mailbox or .pst folder.
MORE INFORMATION
To create a top-level folder in your Mailbox or .pst, you must have the focus on Outlook Today. When Outlook Today is open, you have no command on the File menu to create a new folder. This behavior is different from other folders. For example, if you open your Calendar folder and on the File menu, point to New, there is a Folder command available.
This behavior is different in Outlook 2000; if you open Outlook Today and click New, on the File menu, there is a command to create a new folder. This allows you to create a new top-level mailbox or .pst folder without turning on the Folder List.
